Gov. Andy Beshear has ordered that flags at all state buildings be lowered to half-staff from sunrise to sunset on Tuesday, Oct. 6, in honor of U.S. Army Air Forces Pfc. Weber S. Underwood, 25, of Hopkinsville, Kentucky, who died during World War II but was not accounted for until November 2025. Underwood was a member of 28th Materiel Squadron, 20th Air Base Group, when Japanese forces invaded the Philippine Islands in December 1941. He was captured and died June 3, 1942, according to prisoner of war camp records. Underwood will be buried at Arlington National Cemetery in Arlington, Virginia, on Tuesday. Gov. Beshear encourages individuals, businesses and organizations throughout the commonwealth to join in this tribute.

Saiki became the first Republican and second woman elected to represent the state of Hawaiʻi in Congress in 1986. She served two terms in the U.S. House of Representatives, where she played a key role in passing legislation to authorize financial reparations for Japanese Americans and Japanese immigrants who were detained in federal internment camps during World War II. Gov. Andy Beshear has ordered flags at all state buildings to be lowered to half-staff from sunrise to sunset on Sunday, Oct. 4, in honor of Kentucky State Police Trooper Hayden W. Phillips, 28, who was shot and killed during a traffic stop in Bowling Green on Sept. 28. Phillips graduated from KSP Academy Class 103 in August 2023 and served his entire tenure with KSP at Post 3 in Bowling Green. Prior to becoming a state trooper, Phillips served with the Glasgow Police Department and was also a seasonal firefighter. Gov. Beshear stated: “Trooper Hayden Phillips was a hero who sacrificed everything protecting our people and our commonwealth, and it is our sacred duty to honor him and his family.” The Governor asks Kentuckians to pray for Phillips’s wife, Jordan, and their three children. A funeral service will be held at E.A. Diddle Arena on the campus of Western Kentucky University in Bowling Green at noon CDT on Sunday, with interment to follow at Glasgow Municipal Cemetery.
