New York US & All 07/09 Chief David A. Gagnon

Governor Kathy Hochul directed flags on all State government buildings to be lowered on Thursday, July 9 from sunrise to sunset in honor of Chief David A. Gagnon of the Cottekill Fire Department, who died in the line-of-duty on July 3, 2026 after being struck by a portion of a tree while clearing a roadway in the Town of Rosendale. For more than three decades, Chief Gagnon lived a life of extraordinary service to his country and his community as a member of the New York Army National Guard and a firefighter with the Cottekill Fire Department, serving with honor and protecting his neighbors until the end. Governor Hochul extended deepest condolences to his family, friends, fellow soldiers, and the Cottekill Fire Department as they honor his lasting legacy of selfless service.

The Governor of Colorado has ordered flags to fly at half-staff on the days of each memorial for fallen firefighters Emily Barker, Nick Hutcherson, and Sydney Watson, who made the ultimate sacrifice while protecting communities from wildfires. The Governor expressed deep gratitude for their bravery and service, and extended condolences to their families, friends, and fellow crew members.

Governor Kim Reynolds has ordered flags in Iowa lowered to half-staff at sunrise on Friday, July 10, until sunset on Friday, July 17, 2026, in honor and remembrance of Iowa native, U.S. Air Force Maj. Brad Hovey. Maj. Hovey was a pilot with the 419th Flight Test Squadron at Edwards Air Force Base in California and was killed during a B-52 flight test mission on June 15, 2026. Governor Reynolds stated, “Maj. Hovey lived and served with honor and distinction, and we are forever grateful for his service.” Flags will be flown at half-staff on the State Capitol Building, Capitol Complex, and all public buildings, grounds and facilities throughout the state.

Governor Katie Hobbs has ordered flags at all state buildings to be lowered to half-staff from sunrise until sunset on July 11 in honor of the memorial of firefighter Nick Hutcherson. Hutcherson, 27, was assigned to the Pittman Valley Helitack Crew at North Kaibab National Forest and died in the line of duty fighting the Knowles Fire in Colorado on June 27. He was part of an elite interagency crew that responds quickly to fires. “He’s a hero who embodied the courage and selflessness of our wildland fire service. We owe him a debt of gratitude we can never repay. Arizona stands with his loved ones and others who died and were injured fighting the fire,” Governor Hobbs said.

Some things to remember about half-staffs…

Whenever the U.S. flag is moved to half-staff, all other flags should also be placed at half-staff. The U.S. Flag Code4 U.S.C. §7(c)–specifies that no flag should fly higher than the U.S. flag.

When state flags are lowered, however, only the state flag will be lowered to half-staff. Other flags – even those in the same display – will not be affected.
